Yep it’s highly probable if the niche and keywords are low competition. If you ask answer the question directly, you’ll benefit from rankings

Parasites are easier than new sites but with new sites you can still rank for low competition keywords without backlinks if your on site SEO is structured well

If you satisfy enough of the other factors it is possible backlinks will be disregarded for your website.

However, this is rarely the case as people don't have good enough content, or the site is slow, or they stray from the topic, or site structure is messy, or it's hosted on bad neighbor IP etc etc.

I find balanced approach most effective.

10% focus and effort on backlinks, 90% on other factors (mostly content).
