Yes, once you complete an order, the buyer can leave either a positive or negative review based on their experience. Reviews are part of the BHW marketplace.

You can upgrade to Premium immediately. Please visit your Account Upgrades page.
If you're finding it difficult to meet the requirements for upgrading to Jr VIP (you need to have been a member for 60 days and made 100 quality posts), focus on adding value to the community. Engage in discussions and make relevant and meaningful contributions. You'll soon get there. Stay on topic and avoid posting generic replies, such as 'thank you', to avoid receiving a warning for post count inflation.
Check the table here to make sure the upgrade you choose provides you with the permissions & benefits you require.

But let's imagine someone discussing their situation or problem in a specific thread, and my service is a really good decision. Can I mention it? Only if it really suits the situation. Or will it be a violation?

You are right, until you meet the 60 days and 100 posts requirement and upgrade, you cannot promote or mention your services anywhere on the forum.

Even if it fits the situation, that would still count as advertising and is a violation.

Alternatively, you can upgrade to a Marketplace Seller membership right away and skip the wait.

If so, how should I do it? Should I only do it in marketplace threads? Or can I PM this person?

Once you have Jr Vip, you can then apply for a sales thread, and respond to hire a freelancer and want to buy threads.

Otherwise, one cannot offer products or services.

The warning you have is educational, not punitive, so it does not really affect you after it expires.

The more you read, the more you will learn.

The more you learn, the better off you are when choosing a service provider.
