Actually i know, Facebook stopped extending new and renewed Reels Play deals globally on March 9, 2023. However, existing deals will be honored.
But recently we see the some news about FB reels income currently off. What is the actual reasons and why it’s stopped?

Reels are not stopped, they just changed it to: "Content Monetization" which includes All -in-one monetization. You get paid by Reels, Bonuses, In-stream ads altogether.

I think it's because Tiktok is locked in the US on Appstore and CH Play platforms. On the other hand, it can be seen that Reels is not really as effective as tiktok, users will learn and switch to similar applications to Tiktok and it comes from China.

Facebook will still pay for Reels but in a more strict way. You need to be a good content creator to get the best commission.
 
The programs are shifting I think Facebook will have more attractive policies, more positive

To the OP, I don't create content for reels so I really don't know but I heard on Twitter that they stopped inviting new members to the bonus program, that it'll be re-opened soon. So, it's possible Meta paused them all, nobody knows for how long. But there seems to be much talks about it lately.

All I want is that Facebook life the reach limitation placed on pages posts especially link posts.

Kind regards, recently Facebook organic promotion too much tough. Most of the case paid promotion working good.
