Where could i find people to promote this and get clients for this? Would some affiliate list sites be able to list these?

i dont think the average people who are going to see ads are going to want to buy these services though, or am i wrong?

If you think so then I will try them. Should I make a panel for the services? Or some other form to sell them. Normally for the deals I work right now they are pretty large clients, I won't work with someone who wants small amount without plans to grow.

Not sure but maybe you can save some time and just do some searches on Instagram related to Twitch and see if you can easily find streamers that way.
