If you're on a budget and need city-level IPs, here are a few DIY options:

Raspberry Pi + Mobile Data – Set up Raspberry Pis in different cities with SIM cards. Use Squid or 3proxy for a cheap residential proxy.
Cloud VPS – Providers like Vultr or DigitalOcean let you spin up servers in multiple cities. Install Squid Proxy and you're good to go.
ISP IP Rotation – If your home ISP gives dynamic IPs, reconnecting can change your IP (automate with a script).

If DIY is too much, check PacketStream or SOAX for cheap city-targeted proxies. all of these should work
