Strictly speaking there's no guaranteed way to be 100% immune to shadowbans. Best you could do is take steps and make the effort to minimise the chances of getting hit with one.

You can make new twitter accounts alright but even with proxies the method is not 100% fullproof. What do I mean? You will see some shadowbans here and there or maybe some bans on some your accounts. Twitter's detection system is too good these days.
