For example, if an expired domain had 5000 backlinks and I recreated all the backlinks and generated a new sitemap for all 5000 backlinks, would it matter if

1. I submitted the sitemap with all 5000 backlinks at once to search engines like Google OR
2. stagger the submissions in batches like, say, 50 to 100 submissions at a time

Would it change the answers and process if those backlinks are articles and they have their date and timestamps restored precisely, too, so that the sitemap date/timestamp is the same as the backlinks?

Generally, what are the best practices for sitemap and backlink submissions to search engines like Google?

The intention is to rebuild the domain and site and grow it. So it's not intended for 301 redirects to other domains I own.

Staggering in batches or bulk submission both are okay, provided you take enough time.

Do not submit new sitemaps of thousands of links everyday. Space it over a period of a month or two to be on the safer side.

Staggering is ideal for both site map submission and making live link public. however you can submit all backlinks at once and Stagger site map submission to control indexing for automation use CMS tools like word press scheduler to release backlink in batches and update sitemap gradually

You should restore them slowly in order to get the maximum benefit from Google.

• Submitting a sitemap with all 5000 backlinks at once might raise red flags for search engines, as it could seem unnatural for a site to suddenly regain all backlinks in bulk(So I personally don't recommend this).

• Submitting backlinks in smaller batches (50-100 at a time) will appear more organic and would work better with natural link-building patterns. This helps avoid unnecessary attention.
