Yeah, but that's a part of a plan to get all licenses. Most people will say they don't want licenses. I would cooperate with organizations giving licenses and so I'd have my own neobank and process payments without 3rd parties in other parts of my venture.

I don't see this offer in my country... There are offers 1200pln for spending 1200 (about 400 USD), 2500pln for spending 3500 and 3500 for 7200.Lol, on Google Ads. If you pay those $12, you get $50 threshold. And then higher and higher threshold. The key is to understand when to exit.

That's not payment threshold. That's a bonus, an incentive for sign up and usage of ads.
If you add a card to Google Ads account, they'll not charge you unless you cross a certain amount ($12 at start here).
If you pay $12, they won't charge until you reach $50. If you don't pay $12, they won't give higher threshold of payment.
