The offer descriptions from these freelancers seem to rule out the use of bots, claiming that their results are "non-drop" and compliant with YouTube's guidelines. My question is: how do they actually achieve these results?

Are these freelancers relying solely on SEO techniques? Are there specific whitehat or blackhat tools? How can they guarantee such results, especially when providing a timeframe for completion? Though I'm new to SEO, I don't even think I can say "yeah if I do this, there will be 1000 subscribers by Friday"

In my experience, the more people emphasise that they do things 'manually' and are compliant with guidelines, the more likely it is they're using bots.
