I think that x is the most popular social media but if anyone want to run ads ,they will choose Facebook for that. Whyyyyy ? Why did they do it?

These platforms are usually great for the specific avenues they provide. For example, if you wanted to get your brand blasted in a wider audience then I recommend Twitter for tha. Get the word around and all. For ads and such monetisation, then Facebook is the place for it.
