Website Stuck in Ranking on Same Spot!

Hey Community,
I am in a bit of situation on ranking stuck. Now let me explain in Detail:
My Company/website: Delta International Recruitment Agency (http://www.ditrc.com)
Target Query I am Trying to Rank on: “Recruitment Agencies in Pakistan”
Region: Pakistan

Now the scenario is I have been trying to rank on this query at Position 1 or 2 in SEPRs for past couple of months. Firstly I have gone through done an analysis of the competitor who are already ranking on this query. After this I have done these this comprehensively:

• Rewrote the content to meet user intent.
• Improved Interlinking
• Implemented Multiple Successful Link Building Strategies

and more relevant needed steps.

I have done these steps multiple time. In some days I have noticed that my website jumped from Position 5 to Position 2, but only for 1 or 2 Days and after that It came back to position 5 again. It happened to me multiple times.
I have started on working at this website a couple months before, but it’s stuck on poison 5 for more than 4 years. It seems google don’t like this website.
Now someone guide me “what to do here?” because I have implemented what came best to my knowledge.

More over the competitor website have been ranking at no.1 always and never moved a inch. What a I doing wrong here.
