That depends on if it's local targeting or national plus the industry.
On-page SEO is not going to be enough in competitive niches you at least need to make authority content that is shareable so that backlinks come in natural. If people don't feel like citing you as a source then those links will take forever to build or be non-existent.
My 2 cents is to age the domain, add human written content, optimize it, and then slowly do outreach for backlinks starting with matching your competitors HQ referrers.

It can only take you some far for low competition keywords. For high cpc keywords, you can never rank with it.

If the keyword is low in KD you could do a lot. If you include proper keyword research or keyword optimization then you have a better chances. But why do you only depend on On page while your competitors are probably working on Both on page and off page. Success in seo depends on combination of both.

I had few sites , just made the proper site structure with the on page SEO like title n meta and as they indexed they started ranking on 1st page

Not far, on-page SEO has changed a lot since recent Google updates, keyword optimization in Title, headings is thing of past, there are pages ranking for keywords that they don't even mention for single time.
Whats working for me on-page SEO is
1: Content has to be to the point, Ai content works, but don't make it long with useless content, trim it and only use that part which is to the point,
2: It is very important to let user stay, i.e increase avg time spent, let that be with images or embedded youtube video, the quality of site and content also helps in decrease bounce rate and increase in avg time spent
3: Giving external and internal links to important words has become crucial, just by using this properly i am able to rank a lot of "tags" pages. Don't hesitate to link to high authority site in your niche.
