Why they use IP adress instead of the domain (https://45.119.82.206/)

Hello guys! I have a question that why they use an IP adress instead of a domain? especially about the gambling.

Many people just use IP address in churn & burn accounts for short-term gains. There won't be any SEO advantage. The IP address is not memorable like a domain name, so the same user might visit the site multiple times.

Many countries ban online gambling, and do this mainly by getting their ISPs to ban access to the domains that facilitate gambling. ISPs do not tend to ban IP addresses however, which is why they're quite often used by gambling sites (and other markets like pharma), as they're less likely to be destroyed by state-wide censorship.
