Usually the rotation cannot be changed manually and for most it does not update the entire list. Of all the proxies that I know, arcticsocks.com (I'm not affiliated) has the ability to change the proxy rotation time and they are residential, but the downside is that they work based on traffic

I'd suggest you try some residential proxies as there are much more rotating services that provide that
