I comment on their latest post before following them. I don't like their posts, only 1 comment. This makes it 2 actions. How many follows and comments are safe per hour and per day?

Depends on a lot of factors like your account's age, and environment (device, IP, etc etc).

Generally speaking, I've seen people doing anywhere from 50 follows per day to 150 follows per day.

You could probably get away with more as you slowly warm up your accounts but start from a smaller number and slowly work your way up.

It depends on multiple factors like your account age, history, trustscore, if you had any previous blocks or not etc etc

General normal follow limits are 50-150 a day and 5-20/hour range.
Comment is 3-6/Hour and 20-40/Day
