How can i do the correct Linkbuilding in different Tiers?

Hello People!

I was doing and finalizing my Linkbuilding on my sites but I can't get any more links for my Tier 3.

I have built my tiers like this:

Money site

-Tier 1: Blog made of niche with new domains that I want to use to sell links and monetize with affiliation and advertising.

—Tier 2: Websites made with expired domains that I want to use to sell links and monetize with affiliation and advertising.

—-Tier 3: Blogs and websites 2.0. That the only thing I want to do here is put a lot of links to each one to raise authority to the domain and send links to my Tier 2.

Do you see the structure well? Any recommendations?

And now what I'm going to is, where do I get links for my TIER 3 and if it's possible that it's automatically? I've tried Money Robot but they tell me that it's a lot of spam and it's somewhat excluded for Google. Any alternative or any idea?

I just have nothing in this niche of technology tutorials.
