How long really depends on your current skillset, how much time you invest in the project. When starting with a low budget and from scratch, it's going to take you longer than if you invest more money in things like an aged domain.

But I give plenty of explanations on how to start from scratch in the playbook. I also had a friend who is an SEO newbie give this method a try and start entirely from nothing. He started making money around month 6 (around $500 his first month) and now, almost a year from it, he is $1,000+/month. He was investing around 2h-3h a day initially, and now it's pretty much on autopilot.

Can you replicate? Sure, you can even do 10x better. But you also might fail. Success is never guaranteed, and the best I can do is provide all of the tools and advice, but you still have to do the necessary work.

Of course, but it will likely take you a bit more time than someone who has some prior experience in SEO.

What price am I looking at for a significant investment to get this actually rolling?

The biggest investment you can make here is in an aged domain with pre-existing authority. How much you'll pay for that depends on many factors, but nowadays, I pay anywhere between $500-$5,000 for one.

Sometimes I'll also buy an abandoned website and start using it for link selling, and that can be anywhere from a couple of hundreds to a couple of thousands, depending on the site.

When I have an aged domain or an abandoned website in my hands, I start making money in less than a month.

You can start without either of these and entirely from scratch, but it will take you more time and resources to build authority of a domain gradually than to buy one that already has authority.
