I am sure there were captcha solvers being hired way back. But I guess everything can be automated now.

I think all the major captcha solver services are a hybrid system now - farm off the 'easy' captchas to an app (probably Xevil or CapMonster), send the others off to one of the unfortunates who has to look at captchas 12 hours a day.

So in other word this can save you money as it will take care of easy captchas for free right Steptoe? and the one that can not be solved will be sent to a service for example 2captcha right?

'Free' is not correct as you still need to pay for the app or the service. CapMonster will solve lots of captchas for you for that fee, though if you want to solve recaptchas you'll need an ongoing IPv6 proxy subscription at least, or another API to send them too.
