If done extremely well it can have a big positive impact but you're best off focusing on everything else first because that will help long term and make your CTR manipulation easier. If you have a lousy site, poorly optimized GBP, no brand authority, then it's far more difficult to see real movement with CTR. If you have a site/GBP with no traffic and suddenly there's a huge CTR jump, it's more likely G will discount that or potentially treat it as spam.
It is a short term boost for as long as you continue to successfully manipulate. It's a signal to G that there is local interest and activity with your business. So it will reward that will more opportunity for interest and activity. When it gives the site//GBP more exposure and the activity wears off, that's also a signal to G that there is less interest and activity so it will move it back down.
