Per hour is 4-5, per day is 20-25 max altho I personally just do five in quick succession and then rest for 2-3 hours before doing another five.

2-3/Hour and 15-25/Day is safe for dming non-followers. Although if you get them to follow you, you can send much more dm's to new followers instead.
