i keep getting this email from Google each 2 months that they gave me a code which gives me 250$ Ads credits, my question, so i can just make an Ads and enter the code and spend it on Ads ?

Google runs promotions time to time and depending upon country to country. Some time is free credits sometime its matching credits.
If you never used one then yes you can just create ads, ad payment method and apply 4he coupon, you will see ads credit for 250$ or 500$ whatever you got.

Why waste? its a good thing for those who are running profitable campaigns but for spammer its not XD

You can create threshold account with $350 and add this code there. So you can spend as code as threshold. Total it's more than $600.
