good backlink strategy for a new website?

hey guys ,
Im trying to promote a website on my own .

website is 8 months old.
so far my strategy was getting competitor backlinks through ahrefs , getting all follow and nofollow links per domain and trying to replicate via reaching and guest posting.
its going very slow but I cant seem to find any other way, as I don't want to pay for seo freelancer and I don't trust most of them as this is sensitive project.

how you find backlinks that are high quality and that are no PBN?
it seems competitors have some backlinks from websites that seems part of PBN wordpress , and I be ttheir traffic is generated.

fallen you mean expired domains with high DR? like search in sedo ?
the only problems with those is one is that you can only get one link per domain no ? I mean the juice is pretty much for one per domain no?

Also if one of them is penalized im afraid it will affect my site

Yes, expired domains. You will have created your own backlink infrastructure. Of course, by setting up the website on a different ip. You can browse the site history from the web archive. The general status of the site will give you an idea about whether it has been penalized.

prices of some of the sellers are too high, for example 400$ for a 50DR link...

once there are 10-15 daily visitor on your blog you can start with foundational backlinks and continue for 2-3 months then go for low authority guest post and niche edits and increase the numbers gradually

I see that the pricing for link insertion (niche edits) are almost similar to guests posts or in many times 10$ cheaper. wouldnt it better to have a fresh guest posts instead of link insertion?
