It's easy to bypass copyright issues. Short clips and still images. There are 100s of channels doing this. Why would he buy views when he can do it himself?Copyright issues, view bot is not really a good idea not sure if you will even be able to monetize these videos. Maybe some of them, but barely any.
There are other niches I would prefer to aim at, but the concept can be good.
With a bit of money to invest, knowledge of how to buy real YouTube views, and a handful of monetized channels it could probably generate some decent money.
The main issue I see is that this only works for rather low views. Having real people writing and editing on the scale is only gonna cost like $50 for this type of video, but they would be way more optimized to increase watch time, and would always be above yours. You only really have a hope of achieving something in smaller niches right now.

On and off for years. I have one new monetized channel right now and it's anime recap niche with no copyright issues at all. I found the top anime recap channels, randomly downloaded videos and use scene detect on Filmora to see how long their jump cuts are and how often they used freeze frames. I push my videos with usa resedential proxies and an antidetect browser. No issues other then it being time consuming. it varies, if I were to suggest you some it will be - webshare (easy to manage no middle man, you can edit everything about it) and stormproxy atm those are my two best to go.Do you mind sharing where you buy resedential proxies from?

I have to honestly say that you are not very well aware of whats going on in youtube at the moment, this cringe individuals are reacting to watching films for the first time, they are literally posting the entire film and them reacting to them, trust me copyright has nothing to do with this, movies love the fact that people are reacting and there is a presence of movie recapping them, because it brings them traffic, its under your legal right as an individual to be able to review a product or service.How many channels have you been operating, and for how many years then?
