Buy Crypto itself using Paypal https://www.paypal.com/us/digital-wallet/manage-money/crypto
Then swap it to USDT via an wallet like trust that isn't tied to an exchanger.
That should keep you de-KYC'ed aslong as you aint paypal KYCed

but I think USDT will stay in paypal account or I can use it to pay using USDT, i need to convert paypal to usdt in easy safe way

Only way I know would be looking for someone that wants to sell USDT and get paid with PayPal. No direct way as far as I’m aware

No, once you use your paypal account to buy a crypto such as litecoin or bitcoin in paypal
You transfer the crypto into another wallet such as Trust or Exodus etc
Then use that to exchange it for USDT.
Then that USDT will be in your wallet, not in paypal.

You cant buy without verification. You can buy from person if you want

For big transfers, you need to do kyc. This is done to prevent fraud.

There's no way to do this unless you find a third party who will accept your money and give you USDT.
