yes 10% is doable, even 30% is doable for a newbie to CPA. But I think some networks just know newbies will blame them selves for no leads and they think Everyone doing CPA first time don't have the time or the knowhow to test it.

I think you may be right. If they think you do not know what the network can do, they may shave more than the often.
