I successfully run gambling ads in FB for a week, but the conversion is almost zero. I run with 30-50$ per day.

I dont know why. I assume the problem was the ads target which i choose only game category (game online, puzzle game, etc)

You do need clarification on which license you are talking about, as the advertising (of iGaming) can be controlled by one jurisdiction and the casino and gambling by entirely other.
And fb and google can be bitchy about such advertising too, without any apparent reason
