Forums with a lot of activity then yes, its a forum.

Otherwise its a blog.

Forum are a thing of past, most people go to Facebook groups, quora, stackflow and reddit. Bhw and a few are rare exceptions.
Having said that there are more chances of success with blog then forum, if you are still not convinced then roll the dice!

Blog if you are targeting less members , blog would rank faster , but forum activity ranks it better .

chicken and egg problem with the forum. but you can try treating it LIKE a blog and seed it as such with great content, maybe you'll get the best of both worlds...

btw, forums are REALLY high maintenance and you gotta know what you're doing in terms of keeping it secured. seen too many great forums go to 0 from hacks =(

Are you not sure if you want to start a blog or forum?

Or do you not know what you want to use to increase your rankings? Use a forum comments or blog comments?

If the forum stays active - people would rank it themself. Just producing new content every single day.

Absolutely forum because lots of activities happen on the forum,

so ranking is too fast, for example BHW.

Nothing pinches your heart more then running into an abandoned or deserted forums. If you can't promise it will be active for years to come somehow, don't do it to yourself.
