I am using bluehost hosting.
It's been 5 months since we met seo. I bought 15 of them at an expired domain auction.
1 IP 25 domains. 5 money sites, 15 pbn.
There seems to be a problem with hosting and IP. The money site ranking is going down. It was a mistake to link from the same IP.
what should i do now?
Should I use individual IP hosting?
Should I move money site hosting elsewhere?

Your PBN shouldn't be on the same IP as your money site.
Instead, split your sites on a lot of different hostings with different IP addresses.

As your ranking is already going down, check Google Webmaster Tools first, and have a look if there's a manual penalty.

You left a big footprint. I don't know how you built those sites, so there's a high chance you left other footprints as well. First, get a clear idea about PBN, then start building one on your own. It's not as easy as you thought. Don't waste your money or time without proper knowledge.

you can use Cloudflare, it will split the IPs for your site visitors to unique.
But i dont think ranking has to do anything with IPs. otherwise shared hosting sites wont even rank. because thousands of sites are hosted on same IPs in shared hosting environment.

1. The additional IP setup cost is higher than the price of a VPS.

2. The IPs will have the same C class. So, it will not be helpful.

3. Setting up separate IPs for domains is a tedious task.

There are budget solutions available by marketplace sellers here, as well as more sophisticated IP solutions too. How much are you willing to spend per month for a service to manage your 15pbns? As long as your money sites are quite unrelated, then that's ok. They can stay on the same IP or nameserver.
