Hello, Like in title. How can I optimize googleads without trigger learning phrase again? Things I want to do:
1. 10% daily budget increase every day.
2. Remove keywords that getting very little impressions.
3. Add some new keywords 2-3 (to test)

This things will trigger learning again? If yes how to do those actions?

1. 10% daily budget increase every day.

Use Google Ads automated rules option to safely increase daily budget (better to set it for not more than around 15% daily increase.

2. Remove keywords that getting very little impressions.

It is safe to remove keywords.

3. Add some new keywords 2-3 (to test)

Add more keywords, but DO NOT add keywords that are not related to the ad group. For example : If the running keywords are "bananas", "tasty bananas", "cheap bananas", then in that same ad group do not add unrelated keywords such as "mobile phones" !!!
Keywords in an ad group must be COMPLETELY and TOTALLY VERY CLOSELY related. Because, Google Ads algorithms are nowadays quite beefed up that it will even see for example "desks" and "tables" as unrelated to one another.
