Hiring PHP developer for sales bot project (Bonus points if familiar with GPT3)

How's it going, I've got the beginning of a project already coded in PHP but looking for a smart dev to hire to continue to make improvements.

How it works now is I manually use an Ai scraping platform for contacts (we will automate this later)
I upload a CSV file and it uses our iMessage API to send out the message and media file.
I select boxes on the admin panel choosing whether to use GPT3 to reply or not.

Right now the GPT3 has no conversational memory (it does not remember prior messages and I want to change that, as well as I want to add the option for giving the agent training data on certain subjects so it becomes smart)

BTW, I think BHW has a decent presence in India. I just arrived and have rented an apartment for me and two of my employees who have worked with me the past 3 years, they are young and I am in India to build a startup college. (I do alot of ventures and am excited about this) so if anyone smart is in India and wants to help save the world also feel free to reach out.

Also, why PHP?

I have access to a few alpha models who can retain an active conversation (not at a base level but at a fragment/session level - augmenting the base prompt with every reply) - but as I said, I'll be needing a lot more information.
