1) You can monetize them with a CPM ad network like adsense. You can also cloak it all and send the traffic to a whitehat site. If you give me some starting PAA questions for your specific niche, I can also scrape PAA for that niche, and that way you can also have targeted traffic for a specific offer you want to promote.
2)How fast the links are indexed depend on the authority and age of the domain used.You can also use google news sites or the indexing api to speed things up. A brand new domain will take a long time to index so many posts if you don't use an indexer/google news/indexing api.
PAA sites can get approved by Adsense and other networks, but I can't give a guarantee that all sites that I make will get approved. Also, when I make these sites, I don't add Privacy Policy/Contact Us page... , so it is better if you make them before asking to get approved.

2) Usually I set up the wordpress site from scratch on a new server. I don't scrape with your server, I scrape on my servers, and then just copy the posts to a file in your server ready to post. I can help you set it up if you want, but I will have to do the scraping first.
3)You don't need to provide your own. It uses an AI based on Pegasus, so not gpt-3/openAI. I can send you an example if you want
4)I am not sure if I understood you question. In each post every question used will be somewhat related because every question will come from the people also ask section that appears when I google the title question.
5)By default they won't have images/videos/ads, but I can try adding them as a custom job.

By default the topic will be random every post. If you give me some keywords in your niche I can scrape related PAA(which should also be in your niche), but I can't guarantee that they will all be niche related
