Control pc from smartphone or vice versa? If you want to control pc from smartphone then use for eg. rdp, and client app on phone. And if you want control smartphone from pc it can be done via adb. But you need to know that for such a task you actually don't need pc at all. It can be automated on smartphone itself, using tasker, marcodroid, etc. also your devices probably need to be rooted.
And about this phone farm, can't this be much easier with android emulators, spoofers and rotating 4g proxies, then with actual phones?

Personally, I spend a maximum of 3-4 hours a day on the farm.
I have an assistant who helps me with some phones, but basically my farm works in a passive mode.

I want to start a phone farm, for now i have 25 phones with 4g sim card, each have a number (2euro/month pay for internet access). Devices are from samsung, (about 60 euro per device). If i can make some money to play number bill and device, i will extend this.
Can you help me with some advices, how can i make money?
