this means your account is under review. so you have to wait a few days. if all is good your account will show ads and if something wrong you will see an irritating notification stating the account is suspended.

Hello, i have a question about Adwords landing page. We are selling CBD products that are completely legal in our country, but Googles policy is very strict in this field and they block our ads if the landing page has words about cbd oil, therefor we can't use our main page as the landing page for Google ads campaign.
Question: If we make a duplicate main page on our website, but we change all the text into images with the same text - is it plausible that google bots will recognize the text in the images and block the campaign ?

There could be several reasons for this, like
- Have you added Billing?
- What payment method you used?
- Is your payment method verified?
- Did Google bank verification of small amount went well? or declined?
- Is this ad not showing for a specific search term and showing well and getting impressions for other search terms?
- Bidding limited set by you.
- Search term have very limited searches.
- Did you by mistake added any similar negative terms?
