Can anyone explain if I publish duplicate content on my website then Google will penalize me

It won't penalise you per se... think about PR sites, they all post the same PR's.
It's just it will be very hard to rank it. It's a bit more complicated as sometimes you see copied content ranking higher than the original.

If that was the case then spamdexing would not exist

It's absolutely fine if you have an authority site. You should strictly avoid it if you have a low-authority site.

Duplicate content is avoidable and got penalized easily. There is no use of using duplicate content. It won't attract any audience and it is available in some other posts. It will increase the spam content also.

If your site is new, better avoid w
If it’s authority site, you can do with duplicate content

So, if you're using this as a churn and burn, go ahead and give it a try. For a long term, money site, I'd invest in original content.

If you autopost duplicate content, Google will deindex your pages after a few months. Take its as Google penalizing it.
If you want a duplicate content site create a job site, lyrics sites, music site etc sites where duplicate content is ok.

Although Google does not formally penalize sites with duplicate content, it does filter out duplicate content, which is the same as a penalty, your website's rankings will be lower.

Certainly they will penalize the website with duplicate content. There can be few exceptions but you should always avoid duplicate content.

Many SEO experts claim that google goes as far as to flag up duplicate content, that excerpts on your homepage must be unique if you can make them so.

You can do this with some Wordpress themes, but not all.

Duplicated content is all over the place
But there's always a risk involved since its churn and burn

there is no penalty for duplicate content, even google says so. just look at news reports, linux man pages, lyric sites, movie lists etc etc
its just a matter if it ranks well or not when its 1:1 the same as content that is already indexed and ranking.
however i've seen cases over the years where new dup content outranked older sites. people even clone sites completely and might outrank the original site.

Not necessarily and automatically, since we can see some examples across the web from duplicate content that are actually ranking pretty well as their sites have decent domain authority. But, if you're at the beginning of the process, I would recommend avoiding duplicate content as in that case it could be risky.
