If you post duplicate content (plagiarism) more than 20%, then you will be flagged by Google or even deindexed.

That's total bullshit.
If you were right, news pages would not exist in Google, same goes with any content aggregators
Oh, and what about sites like https://www.imdb.com/ should they get deindexed? I guess plot of movies which is 100% duplicate takes more than 20% of overall content on some pages there
Also, where that 20% comes from. Google devs said so or it's just a random number thrown onto our faces?

Duplicate content does affect SERP rankings. Always go for unique content or in other words, content that is unique as per the algorithms of Google. Example : you can use the services of a content spinner, rewriting and ensure it passes copyscape, plagiarism checks. Ofcourse for SERP rankings there are other factors as well, but avoiding duplicate content is one of the factors.

Pure logic is what is worth following in a moment like this.
Thing worth following in ANY CASE is also testing things on your own.
Duplicate content is alive and you can see it almost in every niche, even on first pages of SERP. You can search for it yourself using for example advanced Google operators like "allintext". If it's alive, then it can stand for some time. If done well, sometimes even can pass manual review and outrank original content. Some people in this thread even admit that it won't rank. Well... what a myth that can be busted by just looking at SERPs for 10 minutes.

Duplicate content is not always penalized why I can't say, this happens despite google saying otherwise.
From my experience anything with 70% or more uniqueness is good to go is indexed as well as also can rank.
Recently expired domain with some indexed pages work good.

Yes, it will affect your ranking. Overall effect depends on combination of hundreds of factors.
