But they using same content and same name and same design. but i'm running domain from 2008 . and they start in 2019.

if it's a direct copy of your website then report it to google for plagiarism. you can read about this same issue on the forum by searching for it.

I many times submit copyright Complaint and talk on email with google removals. but they reply me 'we can't remove this urls'

But they using same content and same name and same design. but i'm running domain from 2008 . and they start in 2019.

DMCA them... lately, I'm getting my content re-posted, takes 5 mins of my time only.
Bing and Google are quite fast... and I send DMCA to the host as well.

You can use DMCA for taking down their sites. I have tried DMCA and it works great. Just Google "DMCA takedown service" for getting started.

If they've been copying your website verbatim, then file a DMCA report also take it to their host. If they have any form of monetization say with Ezoic or similar you might take it to them as well.
