a city list isn't included however you can load a CSV file for example with cities, addresses, zip codes etc and then have it assigned to placeholders that you can put anywhere in the content and argo will replace it with data from the file. for cloaking we have an extra software, just look for FinalCloak or PM me.

it comes with a helpfile in PDF format that explains everything additionally there is a support forum with extra tutorials and tips+tricks.
there is also a skype group where you can connect with other argo users. oh and some example videos are available on the website.

you don't have to use wordpress, argo supports both wp and can also create static websites in HTML (or PHP) format.
you could adapt a theme that looks similar to your example site.
argo also has a theme generator plugin based on bootstrap.
