1. Complete 5 transactions without any disputes, claims or returns
2. Receive at least $150.00 USD as payment for goods and services
3. Wait 60 days from the date you receive your first payment
But you should know that even after completing these steps PayPal may place some payments on hold. For example if you receive only $150 in 60 days and then start receiving many payments, that will be considered inconsistent with your previous selling activity and PayPal will still place new payments on hold. So these steps are the minimum requirements, usually it takes much longer to build a strong account that can receive decent amounts without holds.
