I want to make a parasite website with spun and rotated content, which platform has better SEO ? i mean about ranking in google serp not about SEO features? which one has better authority in google ranking ?

Due to the abuse with spamming on these websites, Google has not ranking them as such in recent years. They are also very hard to index nowadays especially the wordpress free websites.

None of them, since subdomains on both platform do not inherit domain authority of their parent website.
They'll just act like your regular website. Without backlinks they won't rank. But you can use them as tier 1 pages for backlinks.
