Did they change the Email ? If not you can get your Account back by Email under Forgot Password put in your Email ID and Instagram will Send you a Password Reset Link to your Email click on it and Pick a new Password

If they changed it then you may be out of Luck and you will have to make a new Account and Report the old one as being Hacked/Stolen

Try to restore your password a lot of times until you get a restriction of further actions. If it still works, you're gonna get a recovery link to your email

if someone has hacked your Instagram account. if he makes any changes such as remove your Email, Mobile Number. You will receive mail from Instagram Security and it has a link so you can change the password and protect your account.
