how to fix this error i have tried rank math, Yoast , and direct uploading through ftp still same error how to fix this please

Check is your sitemap readable by googling "sitemap checker".

Also, you can have problems if sitemap or its inner parts are big - has more than 1k urls.

i have checked it in sitemap checker its passed the test its size also very low what do you think what will be the issue ?

If GSC after week still shows "Couldn't fetch" - something bad with your sitemap.
How big it is ?

Open your sitemap in a browser and check if it loads correctly. Sometimes xml files have errors. If the file loads without any errors, then you can focus on GSC. There is not much you can do in GSC as entire process is automatic, and you don't need to do anything except adding a URL of the sitemap. If your sitemap loads in a browser and you add correct URL, there shouldn't be a problem.
