Google issued a manual action penalty to sites.google.com. This is not restricted to a few sites but all of them regardless of whether they have any links or blackhat content received a penalty. The penalty is site-wide due to recent Google Sites spam using sub-domains. They couldn't take down specific sites, so they gave a penalty to all of them.

It's clearly indicates abuse of Google properties by users. The penalty was given to Google by Google. This could be a temporary penalty until Google finds a solution. In worst case, Google could reduce the authority of Google sites which will impact everyone. As of now, some Google Sites are still ranking on first page. So, the penalty only reduces rankings to some extent. I don't think if we can do anything about it. Let's see if Google manually goes through millions of review requests or removes the penalty within a few days.

Funny enough someone mentioned to me the other day about several other variations of these types of manipulation. Spammers are busy and making good while it lasts.

sites are still ranking in top 3 for many big keywords. So people will continue to spam

I was bored in the past and I give myself Google founder name Page then reported Google for Fraud then Google disindexed one of their Search engines for the day while the fraud check was going on.

I still can't figure out why someone can rank keyword "hotmail" on Page.1 with google sites, that's crazy..

Are this real? Funny and kinda shows that Google is fair tho.. :D
Google is never fair. They are the founders of Blackhat SEO :D

They banned all web.sites.google.com domains with pure spam penalty. But people started coming up with crazy subdomains like amp.sites.google.com and dog.sites.google.com. It seems like Google gave up and took everything down.

its crazy at the moment. Just search for "hotmail login".
They're not ranking for me atm for "hotmail login". I think they'll flush out most Google Sites from SERPs.

Wtf What about IFTT Google properties? Seems its dead.
Other Google properties like Blogspot are working fine. The penalty is only for Google Sites.

Authority & Trust matters. Google ranks top sites even if they're not relevant to the keyword.

this reminds me of a character from somewhere that would slap himself in the nuts for justice.
somewhere = BHW right? You just don't want to name him :D

Eh... it is not rocket since...
They can't filter those sites too easy cause those "sites" are actually made in form of folders, not subdomain. But since Google in general is a retard ....yeah.

lmao just noticed.. all my legit stuff was affected as well
Google removed all penalties. Some sites are still not ranking while others returned to their previous positions.
