It all starts with defining the goals of the SEO project with the client. Whether it's an increase in traffic, rank specific keywords, increase conversions, create brand awareness, and many more.
By knowing the goals, we can then plan ahead on what needs to be done to achieve those goals. The budget defines how fast these goals can be met. The larger the budget the more time (employees) you can spend on each project and more on links/content.
Each project starts with an in-depth SEO technical audit and keyword research. The results are then presented to the client and a potential time plan can be made for many months ahead.
The first that we do is fix everything that we can that needs to be fixed on-page (based on the audit results). It might take many months, based on the available budget and how much time my employees can spend on the project each month.
Once the site is technically close to perfection, we can move on to link-building, creating great content, strategize the next steps, analyze results, search for new keyword opportunities, optimize certain pages even more, etc.
The whole point of white, black or pink hat SEO is that something essentially free has become so pricey.

Yes, after you spend $12k and are successful, white hat was worth it.
But if we had more competition and a more open WWW such as in the 90's, your client would enjoy the same success, you could still provide the same succesful services, but ROI would be 10x at least.
It's not about competition. It's all about
how much time you need to spend to fix all the issues. There are many high-end companies that don't even offer link-building. The on-page optimization for large company websites might take hundreds/thousands of work hours. Then there's in-depth analysis such as heatmaps, UX optimization, A/B testing, conversion rate optimization, content creation, competitor analysis, etc.
$1000 a month is much cheaper than a company would pay for a full-time employee, whose sole purpose would be SEO. Not even talking about the extra tools company would need to buy for the employee to be able to service them (ahrefs, screaming frog, etc). By hiring a company you get not just one employee, but a team of employees, each with a specific skill set and all the needed tools to perform the tasks.
SEO is not just about changing a few meta tags and buying links. Of course, for private website owners, it might be, and they don't need other services.
@jefis - for the client that you mentioned, are you in the maintenance mode right now? if so, how much are you charging per month?
what do you do with clients who once get the result, they stop paying and thinking that they are all good to go?
No, we're still servicing them full-time. We don't offer "maintenance mode". There's always more work to be done, things to be improved, new keywords acquired, etc. The client would only be done if all the keywords would be ranked #1, which is not possible. There's always room for improvement.

I would rather spend 12000 in the lottery than buying links for a site. SEO is a Big lie
