USA Paypal Account creation error

I have been trying to register USA paypal using phone number but getting same error.

Using free sms number - "Sorry, it can’t be a VoIP number"
Bought USA number from 2 SMS providers - "Sorry, it can’t be a VoIP number "
Tried using new Textnow app Number - "Sorry, it can’t be a VoIP number "

What is this error exactly and how to solve?

One can still be logged into their account but unable to participate when banned.

you can clear your cookies, and try with USA IP, it will work fine, If your gmail have other language please chnage your gmail language to us then try.It will work fine. Thanks, you can also try to creat your paypal from a clean browser.
