It's not hard. Pay the $5 to post a job, then offer whomever responds money to use their address.

You can use facebook marketplace for this as well.

Craigslist knows people do this so you have to post the job that looks like a normal job and then just tell people what you're offering when they apply. But keep the communication off Craigslist.

I haven't done it on craigslist in a long time, I used to post jobs in the section for house cleaners and stuff because I figured lower income earners would be more likely to do it.
I think if I did it now it would be something like post a job that says "Wanted someone to post flyers in your neighborhood to expand local business" then I as people came in I would explain what I wanted. but don't do it communicating useing craigslist emails.

This might work well for verification, but what happens when you try to create citations using the same address? Then you have hundreds of citations with a random persons address.. kind of sketchy and I would assume it could end badly if the owner finds out
