As someone stated above, you need quality. Pick quality over quantity.

I rather have 1 high quality link from a trusted or authoritative source than 15k spammy software built ones that you'll have to disavow a week later.

Indexing is slow after the December update. Also, URL inspection tool gets more time to index(sometimes not index).
