Backlinks are very hard to index but if you are checking website where you are creating backlinks then it is easy to index them, check for other backlinks indexing also check website cache information, it will help you to index your backlinks.
 
First check your link to possibility index
Use Index services
Post your link on other websites
Use Google webmaster
 
Check if your backlinks are shit or the website you post to isn't spammed to death by BHW players like medium.

I'll tell you a little secret. Whatever indexed for your competition, that'll surely index for you. :)
 
If google isn't indexing your page, it means it has no value in its eyes. So, it doesn't matter if google indexes it or not, because it has no value anyway.

You need to find a better source of backlinks

+1 for this, the usual indexing services have a 30% indexing rate at their best in the last couple of weeks
 
Check your backlink website list, is it No follow or Do-follow, and also build links in related website.
 
I'm really impressed how people here consider pages on websites as just "backlinks" and not content and other things hahaha.
