Not gaining any followers, why?

Yo! So, here's the deal. I have an account that was shadow banned from February 7th for like 2 months I believe. I had around 22, 000 and for months it did not move, not even 100 followers. And After those 2 months till today it grew like 7, 950 followers. That's literally so bad. I don't know what should I do?

I also made another page that's grew for 6 months up to 35, 000 followers. I don't know what's happening. Is it up to Instagram or it is just me?

I post daily, at least 2 times a day, using hashtags. I post stories, answer in the comments...

And also, I go to sleep having 29, 965 followers, I wake up and I see that I've gained 25 new followers, I go to insights to check out how much I have now, and it shows that I haven't moved from those 29, 965 or either I have 29, 970.. What's happening?

i dont think you should really worry about it. when you are trying hard to grow your account organically these ups and down are a part of the process... people follow and unfollow too... thats exactly why there is a weird fluctuation happening.
