how much will that cost me?
Answer: Note that these are 2 different service.
1. Hiring a web marketeer will cost you just $900 a month (these folks are skilled to write articles among other IM skills)
whereas
2. Hiring a Virtual IM assistant will cost you just $250 for 80 hours and $500 for 160 hours a month.

Both of these services comes with minimum engagement of 2 weeks and has no limitations on maximum. We are available to work 22 days a month.

Answer: Yes, they can, you would have to provide us with IPs. Most times we use www.seo-proxies.com and sometimes www.packetflip.com. You will have to bear the proxy cost.

Can I give him/her IM projects like: directions, prioritization, goals to make, which forum to posts, which blogs to make comments, do which article for which site, and then where to submit articles, handle affiliates/sales, etc.

Or your VA can improvize on my needs/goals?

Obviously I must give some basis on what I need, some urls/links to promote or submit to... but after that, could your VA make an improvisation on to reach my 'Overall Goal'?
