I work with them for 1 month and a half with Hooligan media
All in one vCPM is $9.07 with a CTR of my site of 2.21%, my site is business-related, the United States, and all tier ones mainly.
I don't add other ads from other networks because I don't want to kill the site.
I add just 2 banners, the site loads easy, no bugs, no forever loading from their end, which rarely I saw on a network.
They do not force me like others to insert this and that where they want just to earn more, but it's up to me, which is a big plus, you can insert how many banners you want to if you want to.
Overall I am happy, I will stick with them and I will add more sites in near future.
Hooligan will beat soon big networks if growing and maintain the same quality.

I personally don't check your content, but it has to be Google/IAB compliant.
Judging by the number of requests you had 1 or 2 users on the site - this is too little to monetize and the system can't give you any rates based on this small number. Focus on driving traffic.
